Introduction

On this page, different actions and reactions by police will be analyzed. These information could show what actions are allowed and what actions are not allowed.
Security / Police Not Taking Action
Smoking on Streets
By state regulations (Shinjuku-ku, 1996), it will be against the rule to smoke on the streets. However, in other words it is not yet illegal to smoke on the street.
Thus, many people smoke on the streets or in narrow alleys. Many police officers and security guards have spotted these people but have not taken action. As the security guards are hired by Shinjuku-ku, getting these people to follow the rule could be part of their job but have decided not to do so.




Littering
This state regulation also states that littering is not allowed. However, similarly to street smoking, people continue to do, and the security or the police do not take action on these actions. Littering is only an informal activity and part of state regulation, security or police cannot take action against littering.
Catch / Scout / Nampa
We see Catch, Nampa, and scout in and near Kabuki-Cho. While these actions to get young girls and groups of people are not illegal, state regulations and the announcements and signs in Kabuki-Cho will tell that it is not allowed. Security guards rarely take action on these people, and they are rather free and allowed to take these actions.




Graffiti / Stickers
Graffiti and pasting stickers on someone else's building or to a public sign is illegal. It is illegal as it could be considered as damage to property or a minor offense. However, these actions are not taken care of by the police for some reason even though it is clearly illegal.
Security / Police Taking Action
Curb Parking
An action that does seem to work is curb parking. Curb parking is clearly illegal, and the police will take action on it, so people in Kabukicho will not curb park.
Conclusion
These extralegal actions could be in three different categories. Curb parking is illegal and they are not allowed in Kabukicho. Graffiti and stickers are illegal but allowed in Kabukicho. Littering, graffiti, and stickers are not allowed by state regulations but, allowed in Kabuki-Cho.
The main difference between, curb parking and graffiti and stickers are how obvious and easily spotted they are. Curb parking will be obvious and there are no ways that a police officer could ignore it. On the other hand, graffiti and stickers are less noticeable depending on the size, and it is not worth it for the police officers to track and find the person to arrest.
Additionally, Kabukicho is known to have freedom and the city is true to that idea. Preventing these extralegal activities, by police and security guards could negatively impact the branding of Kabukicho. In the end, Kabukicho is a place where there are many businesses and cash flow. People in Kabukicho may not care too much if people are smoking on the streets to not, as long as they are making a profit. So, having the Kabukicho branding could be more beneficial for many people, and could be the reason to have these extralegal activities allowed by the Security and Police.
