In Kabukicho, we see different security actions taken (🚨Security ) by the state, landowners, security, police, and more. However, it is difficult to say all actions have been successful.
As we see successful and unsuccessful actions, it should show how people in Kabukicho filter, actions to do and actions not to do.
The last sub-page will show how the security and police react to certain actions. This will show what the security and police technically allow, and does not allow.

The different types of actions have shown different reasoning and filtering on how people decide on what extralegal actions to take in Kabukicho. Signs have shown that the sign may not be as effective but the knowledge people have does. Signs that prevent illegal actions were working, but signs that were supposed to prevent informal or no-yet-(il)legal activity did not work as well. Additionally, illegal activities are usually associated with consequences and people in Kabukicho could be thinking about avoiding these, resulting in not doing illegal activities. Physical barriers have shown the border of extralegal activities what is allowed and what is not allowed. People in Kabukicho could take this information seriously and react accordingly. Additionally, if it is physically blocked, there are not many workarounds for it.
The reactions by Security and Police have shown what extralegal activities were allowed and which were not allowed. It showed that obvious illegal activities were not allowed, but illegal activities that were hard to spot, such as graffiti and stickers were allowed. Informal activities and not-yet-(il)legal activities were allowed, as police work for the laws, and the security does not have the power the police have. These reactions are for the branding of Kabukicho as the place is known to be a free place, and keeping it a free place with some extralegal activities going on, it could keep the place beneficial and have more cash flow.
